Temporary Residence Permit

What is a Temporary Residence Permit?

A Temporary Residence Permit – a document granting a right to foreign national for temporary residence in Lithuania for the time period specified in such permit. A foreign national is entitled to choose a place of residence in Lithuania, to change it, to depart from and return to Lithuania during a period of validity of temporary residence permit. A person having a temporary residence permit may move freely in entire Schengen area for 90 days within 6 months.

Time limits:

  • 6 months – consideration of application to issue the first temporary residence permit;
  • 2 months – consideration of application to change a temporary residence permit.

Usually temporary residence permit is issued for one year.

Temporary or permanent residence permit in the Republic of Lithuania grants persons, who are not citizens of the Member States of the European Union, the right for residence in Lithuania for a period, specified therein.

Temporary residence permitin the Republic of Lithuania remains in effect for 1 year; the specific date of validity of the permit is specified therein.

Permanent residence permitin the Republic of Lithuania remains in effect for 5 years. The permit can be obtained by a person, who is not a citizen of the European Union and who has had a temporary residence permit in Lithuania for a time period of at least 5 years.

Citizens of Ukraine, Byelorussia, Russia and other states, which are not Member States of the European Union, who hold a valid temporary residence permit in the Republic of Lithuania, have the right to choose and change their place of residence in Lithuania, leave Lithuania and return back.

In addition, during the aforementioned period, citizens of the above states have the right to, without a visa, travel in the Schengen Area, which includes the following 25 states:

Austria, Belgium, Czech Republic, Denmark, Estonia, Greece, Iceland, Spain, Italy, Latvia, Poland, Lithuania, Luxembourg, Malta, the Netherlands, Norway, Portugal, France, Slovakia, Slovenia, Finland, Sweden, Switzerland, Hungary and Germany.

Temporary residence permits in Ireland, Bulgaria, the United Kingdom, Cyprus and Romania,issued by the corresponding authorities of the above states, do not grant the right to travel to Lithuania without a visa, since the said states do not apply the provisions of the Schengen legislation. However simplified requirements for obtaining the visa are applicable to the citizens of the said states.
